Order: make the changes in a workspace, test in Preview mode, then create a version with a Version Name and Version Description. Publish only after approval. Tag Manager's help page says publishing makes your changes "active for the environment specified" (https://support.google.com/tagmanager/answer/6107163).

Needs your decision
- Confirm the T1 and T2 types (D1), and decide on Hotjar (B2) and the paused Google Ads tag (P1, T8).
- Approve the change list before anyone edits the container, and approve publishing by version name.
